What makes a Wisconsin bid different
Wisconsin hands you one rulebook. That’s the good news, and it’s also where people get lazy.
Commercial, industrial and public buildings all go up under the Wisconsin Commercial Building Code – SPS 361 through 366 – and the Department of Safety and Professional Services runs it statewide. Cross a city line here and the code doesn’t change under you. A bid in Superior and a bid in Kenosha answer to the same book.
Here’s the part that bites. The code year moved. Wisconsin went to the 2021 ICC family on September 1, 2025 – 2021 IBC, 2021 IECC, mechanical, fuel gas and existing building. DSPS says it flat out: plans submitted on November 1, 2025 or after have to comply with the updated code. So the envelope, the energy compliance and the existing-building path on a set drawn today are not the same as the job you priced two years ago. If you’re pricing a 2026 permit off a 2023 job cost, you’re going to eat the difference in insulation, glazing and mechanical.
Then there’s who reads the drawings. In Wisconsin the state reviews plans, not just the city. Review is required for commercial, industrial and other public buildings of 25,000 cubic feet or larger, and for any size school, high-hazard occupancy, or three-unit-or-larger residential building. Some municipalities hold delegated authority and do it locally. DSPS posts 34 business days as its response time for commercial building review. That is not a footnote. That is General Conditions, escalation and your bond.
Houses are their own world. One and two family dwellings run under the statewide Uniform Dwelling Code, SPS 320 through 325, enforced by the municipality, and footings have to bear below the frost line. In this state that’s a real excavation number, and it’s why a winter start carries temporary heat, blankets and hoarding as line items instead of a hopeful note about weather.
Four things that get missed on a Wisconsin construction estimate
Every one of these has cost somebody money. We see them monthly.
1. The November 1, 2025 line. Plans submitted on or after that date comply with the 2021 code. A lot of contractors are still carrying unit costs built under the old edition. Check which edition the set was drawn to before you price a single assembly, because the energy code is where the money moved.
2. The three-unit rule. People remember the 25,000 cubic foot trigger and forget the rest of the sentence. Any size school, any high-hazard occupancy, and any residential building of three units or more goes to plan review regardless of how small it is. That six-unit infill building is a reviewed job. Put the review window in the schedule and the resubmittal risk in your contingency.
3. Where you buy the material. Wisconsin treats the contractor as the consumer on a real property improvement – you pay the tax when you buy the material, you don’t charge it on the improvement. So the tax lives inside your material line, and it changes with the county you buy in. The City of Milwaukee added a 2% city sales tax on January 1, 2024 and Milwaukee County went to 0.9%, on top of the 5% state rate. Same lumber package, different number, depending on where the invoice lands. Confirm the current rate for the jurisdiction before it goes in a bid.
4. Wage assumptions carried in from somewhere else. Wisconsin repealed prevailing wage – local government projects in January 2017, state projects that September. There is no state prevailing wage on a municipal building here. But federally funded work still carries Davis-Bacon, and WisDOT administers that on federal-aid highway jobs. Carry a wage rate that doesn’t apply and you’re high. Strip one off a federally funded job and you’re short, and you find out at the audit.

Four building types, from a $58K cottage remodel in Elm Grove to a $52.6M building across the river in Minneapolis. Fourteen of the sixteen are Wisconsin jobs. Two are just over the line – the Minneapolis high-rise and a lake house in Leelanau County, Michigan – and they’re on here because that’s the work: contractors in this market bid the Twin Cities, the Chicago collar and the lakes, and so do we.
Look at Tosa Lofts. $10.8M, 42 pages, unit by unit through a whole apartment building – that’s a three-unit-or-larger residential building, so it’s a reviewed job before a shovel moves. The Stillman house in Sturgeon Bay is the other end of the same idea: $4.4M, eight pages, concrete and steel deck through kitchen cabinets, priced for Door County, not for a national average.
Where we work in Wisconsin
We estimate statewide. Here’s where the volume actually sits.
Milwaukee metro. Milwaukee, Wauwatosa, Waukesha, Brookfield, Elm Grove, West Allis, Franklin and Oak Creek. Four of the estimates above are metro jobs. This is also the only place in the state where the city sales tax changes your material buy.
Madison and Dane County. Madison, Middleton, Sun Prairie, Fitchburg and Verona. University and institutional work, plus the apartment pipeline around it.
The Fox Valley and Green Bay. Green Bay, Appleton, Oshkosh, Neenah and Fond du Lac. The Promenade is a Green Bay job.
Southeast and the Illinois line. Kenosha, Racine, Pleasant Prairie, Beaver Dam, Janesville and Brodhead. Retail and franchise buildouts move fast down here, and a lot of them are Chicago-based owners rolling out a prototype.
The north and the west. Superior, Eau Claire, Wausau, Hudson and River Falls. Long hauls, thin sub coverage, and the shortest building season in the state.
Door County and the lakes. Sturgeon Bay, Fontana, Lake Geneva and Williams Bay. High-end residential where the finish schedule carries the budget.
