What makes an Indiana bid different
Indiana runs one building code. That sounds like it makes estimating easier. It doesn’t — it just moves where the money hides.
The Fire Prevention and Building Safety Commission adopts the code and every city and county enforces that same code. Nobody in Indiana gets to write a softer commercial code than the state’s. So you’re not chasing four code years across four county lines the way you are in Texas. What you’re chasing instead is the state’s own paperwork.
Before a local permit gets issued on a Class 1 structure, the drawings go to the state. Class 1 covers almost everything we price: anything used by the public, anything with employees in it, anything with three or more tenants, storage and flammable-liquid facilities, and site work that affects access for people with disabilities. Farm buildings on their own ground and vehicular bridges are out. Everything else files with Indiana Homeland Security’s plan review before the city hands you a permit.
Then there’s the energy code, and this one saves you money if you know it. Indiana’s commercial energy code is still the 2010 Indiana Energy Conservation Code, which references ASHRAE 90.1-2007. Residential energy is Chapter 11 of the 2009 IRC. Those are old standards, and they’re still the standards in force. If you price an Indiana envelope off a 2021 IECC assumption you carried in from another state, you’re going to hand your client a number that’s high enough to lose the job for no reason.
The commercial code is IBC-based and the current edition sits on a 2021 IBC base. A move to the 2024 IBC was still in rulemaking in June 2026. We verify the edition with the jurisdiction rather than assuming it.
Four things that get missed on an Indiana construction estimate
Every one of these costs somebody real money. We see them monthly.
1. The state design release — the fee and the clock. Filing is $75, processing is $75 minimum, and the shell building processing fee runs $0.040 times the gross square feet of floor area. Initial tenant build-out is $0.020 times the gross square feet of the build-out. That’s the cheap part. The expensive part is the calendar: the state has 10 business days to come back with a release, an incomplete notice, or notice that your project was picked for a full review. If it goes to review, that’s another 20 business days to a release or a correction list, then 10 business days per correction round after that. Put those weeks in General Conditions or your schedule is fiction.
2. Lump sum versus time and material. Indiana’s sales tax is 7% with no local add-on, and the contract form decides who eats it. Under a lump-sum contract you’re the consumer — you pay sales tax or accrue use tax on the materials, delivery included, and it lives inside your number. Under a time-and-material contract with materials stated separately, you’re a retail merchant: you collect the tax from the customer on the material charge. Same building, same materials, two different cash positions. We ask which contract form you’re bidding before we price the materials, because it changes the line.
3. Licensing is a city-by-city cost, not a one-time one. Indiana issues no statewide general contractor license. Registration and licensing happen locally — Indianapolis and Marion County, Fort Wayne, Evansville and the rest each run their own — while plumbing is licensed by the state. A contractor working three markets carries three sets of registrations, bonds and insurance filings. Budget it per jurisdiction.
4. There is no state prevailing wage. The Common Construction Wage Act was repealed effective 1 July 2015. State and local public work in Indiana carries no state-set wage scale, so a public job here is priced off your actual crew and your actual subs — not a published sheet. Federally funded work still carries Davis-Bacon. Mixing those two up in either direction is a five-figure mistake on a mid-size public job.

Four building types. Lake County down to the Ohio River, Fort Wayne across to Terre Haute. From a $147K infill house to a $7.9M apartment redevelopment in Indianapolis. That range is the whole point — most shops price one lane and call it a service.
Look at the Kappa Delta House in West Lafayette. $5.5M, fifteen pages, general conditions through specialties, because a chapter house is a commercial building with bedrooms in it — sprinklered, egress-rated, and reviewed as a Class 1 structure like any hotel. Nobody prices that off a residential square-foot number.
Then look at Tate’s Barber Shop. $319K, two pages, general conditions plus specialties and MEP. Small job, same discipline.
Three of the sixteen are just across the line in Ohio and Illinois. We priced them the same week we were pricing Indianapolis work, because the state border is not a wall for the contractors we work with.

Who our Indiana estimating service is for

Indiana had about 167,900 construction workers in July 2025 across roughly 17,000 construction firms, and that headcount was down slightly on the year. Private nonresidential spending in the state ran $16B in 2024, with another $10B of state and local work. The work is there. The people to chase it aren’t. If you’re a GC in Indiana turning down invitations because you can’t get numbers out fast enough, you’re going to keep leaving work on the table until somebody else does the takeoff for you.
