What makes a Nevada bid different
Nevada doesn’t have one building code. It has one per jurisdiction, and they are not on the same edition.
Clark County flipped on 11 January 2026 — the 2024 IBC, 2024 IRC, 2024 IECC, the 2024 mechanical and plumbing codes and the 2023 NEC, all with Southern Nevada Amendments stacked on top. Reno is on the same 2024 family. Las Vegas is moving to it. The state building officials’ roster still shows Henderson on the 2021 IBC, and North Las Vegas, Sparks and Washoe County on the 2018 IBC with the 2017 NEC. That roster isn’t dated, so we treat the non-Clark entries as a heads-up rather than a ruling. But the shape of it is real: two jobs fifteen minutes apart can be reviewed against code editions six years apart, and the envelope, the fire ratings and the electrical all move with it.
Then there’s the one that catches contractors coming in from out of state. Your Nevada licence has a number on it. The Nevada State Contractors Board sets a monetary limit on every licence — the most you can take on for one client on a single construction site or subdivision. It’s set under NRS 624.260 through 624.265, and it doesn’t care how good your number is. If you bid a job above your limit, you’re going to be raising that limit with a financial statement before you can sign it.
Tax works differently here too. Nevada doesn’t tax construction labor. The sales and use tax rides on your materials, which means the tax exposure on a job moves with the material-to-labor split, not with the contract price. A steel-and-glass shell and a labor-heavy interior fit-out of the same contract value do not carry the same tax.
And underneath all of it is water. AB 356 bars Colorado River water from nonfunctional turf in Clark County after 31 December 2026. If your landscape scope was drawn before that, the site package needs redrawing before it gets priced.
Four things that get missed on a Nevada construction estimate
Every one of these has cost somebody real money. We see them monthly.
1. The licence limit. Nevada is one of the few states where the licence itself caps the contract. The Board’s monetary limit is the maximum you can undertake on one or more contracts on a single site for a single client. Raising it takes an application and a financial statement, and the form of that statement steps up at $25,000, $500,000 and $1,000,000. Lowering a limit costs $250. It belongs on your go/no-go sheet before you spend a week on the takeoff.
2. The fees that live outside the building permit. The City of Las Vegas says it on its own fee page: zoning, sewer connection and impact fees are not in the permit fee calculation. What’s outside it adds up. The Desert Conservation Program is $550 per acre plus a $58 administration fee. The Clark County Transportation Tax is $1,000 per single-family unit. The traffic impact fee is $195 per single dwelling. Residential Construction Tax is 1% of construction valuation or $1,000 per dwelling unit in apartments and condominiums, whichever is less. Sewer connection charges run off an ERU of $3,235 as of 1 January 2026. None of that shows up in a permit estimator, and all of it shows up in your General Conditions.
3. Prevailing wage on public work. Under NRS 338.020, a public works contract over $100,000 with a public body has to pay prevailing wage. The Office of the Labor Commissioner sets the rates and publishes them every odd-numbered year, effective 1 October, with amendments in between. A school, a fire station or a municipal building priced off a national wage average is not priced.
4. Which edition your plan reviewer is actually holding. NRS 701.220 has the Governor’s Office of Energy adopt energy conservation regulations for building construction, and local governments have to adopt a code at least as stringent. Southern Nevada then writes its own amendments to the IECC on top. So “the 2024 IECC” is not the whole answer in Clark County — the amendments are.

Four building types, from a $114K addition in North Las Vegas to a $110M block downtown. That range is the whole point — most shops price one lane and call it a service.
Look at Symphony Park Block C. Fifty-five pages, general conditions through elevators, on a downtown Las Vegas site. Now look at Hawk View Apartments in Reno: $10.6M and nineteen pages, and almost all of it is cold-formed steel — headers, wall studs, shear walls strap by strap, then the clubhouse on its own. Different building, different problem, same discipline.
The Wellness Clinic and the AT&T buildout are both Las Vegas 89102 interiors, three and six pages, and neither one is a square-foot guess. That’s what a tenant improvement estimate has to look like when the landlord’s allowance is the whole argument.
Where we work in Nevada

Las Vegas Valley. Las Vegas, North Las Vegas, Henderson, Paradise, Spring Valley, Summerlin and Boulder City. Clark County codes, Southern Nevada Amendments, and the fee stack above. Ten of the sixteen estimates on this page are valley jobs.
