Our pricing is based on a per-project basis, not hourly. Our estimates are perfect for busy contractors that need an “On-Demand” estimate completed. Most contractors bid only a few projects per month and our pricing tends to be more affordable than hiring a full time in-house estimator.

Our estimates are very accurate and based on your project’s zip code so your pricing will be accurate and competitive. Our estimates are designed as guidelines for you to finalize pricing so you’ll be able to make your final adjustments with the Excel Spreadsheet we send you. You can adjust Supervision, Equipment, Profit, and manually override any of our estimated pricing. Our labor and material costs come from Craftsman National Construction Estimator Database which is updated several times per year. Our estimating team are construction professionals with plenty of field experience and we make adjustments based on factors such as changes to productivity, equipment, etc. For example, if a wall is 20 ft high, we’ll need to include a lift along with slower productivity to adjust the labor price.
Pricing in all regions varies and we used highly accurate cost databases along with field experience to price projects. We carry a $1 Million Accuracy Guarantee covered by our Errors and Omissions Insurance. If we were to ever make a mistake and you lose money on a project, you are completely covered. There will always be a variation in pricing based on the fluctuations in the market, labor shortages or surpluses, and major events that suddenly increase or decrease material or labor pricing.

What makes a Pennsylvania bid different

Pennsylvania has one building code. That sounds simple. It isn’t.

The Uniform Construction Code is statewide, and on January 1, 2026 it moved to the 2021 International Codes, as amended. Every township, borough and city enforces the same base document. Philadelphia, though, keeps its own Administrative Code running inside the UCC, and it moved on its own clock: 2021 IBC and 2021 IECC from January 1, with a window to July 1, 2026 where you could pick 2018 or 2021 at the permit counter. Since July 1, it’s 2021 only. A set that was priced last winter under 2018 is a different building now.

The transition rule cuts the other way too. A contract signed before the code changed can still be permitted under the old edition, but only if the application goes in within six months of the effective date, or the shorter period the municipality wrote into its ordinance. If your permit hasn’t been filed yet, that clock has run out. You’re on 2021.

Then there’s the piece almost nobody has caught. Accessibility is frozen. A Commonwealth Court injunction left the 2018 accessibility provisions in force, so a 2026 Philadelphia project is designed to 2021 structure and 2018 accessibility at the same time. Two editions, one set of drawings. Your estimator has to know which chapter comes from which book.

And the tax. In Pennsylvania a construction contractor is the consumer of the materials. You pay sales tax when you buy them, and you don’t charge tax on the finished work, because anything permanently affixed to real property is a construction activity, not a taxable sale. That means the tax is buried inside your material unit prices, not sitting on a line at the bottom of the bid. Price the materials pre-tax and the number is wrong before you’ve added an hour of labor.

Four things that get missed on a Pennsylvania construction estimate

Every one of these has cost somebody real money. We see them monthly.

1. The code edition on the cover sheet. Pennsylvania didn’t adopt 2021 piecemeal. It adopted it in one move, statewide, and Philadelphia’s grace period closed on July 1, 2026. If you’re carrying a bid from a set stamped under 2018, you’re going to be building to 2021 when the permit is issued. Energy envelope, structural loads and fire separation all move. Get the drawings re-checked before the number goes out.

2. The accessibility split. The 2018 accessibility chapter still governs while the injunction stands. That’s a live legal position and it can change. On a public building, a school, a medical office or anything with public restrooms, the accessible-route and fixture counts are a real dollar figure, and they come from the 2018 book, not the 2021 one. Check the status the week you bid, not the month you signed.

3. No commercial license doesn’t mean no paperwork. Pennsylvania has no license specifically for commercial contracting. Anyone can bid a shell. But residential work needs registration under the Home Improvement Consumer Protection Act with the Attorney General, and public work above the Prevailing Wage Act’s threshold carries the wage rates Labor and Industry sets for that county. One of the apartment estimates in our own Pennsylvania files is titled for Davis-Bacon prevailing wage pricing. If you price a public job at open-shop rates, you’re going to lose the margin the day the certified payroll starts.

4. Materials tax you can’t see. Because the contractor is the consumer, sales tax never appears on the invoice to the owner. It sits inside every unit price. Lift a national material rate without grossing it up for Pennsylvania tax and the bid is short across every division at once. It’s the quietest miss on the list.

Four building types. Scranton and the Wyoming Valley down to Center City, the Main Line out to the Allegheny River. From a $142K juice bar to a $12.1M school. That range is the whole point. Most shops price one lane and call it a service.

Look at the Scranton yeshiva. $12.1M and fourteen pages, concrete through electrical, because a school is footings, masonry, steel, a roof and then division after division of finishes, and every one of those is its own takeoff. The Whitehall medical office building runs fifteen pages for $4.4M for the same reason: a MOB is a shell plus a fit-out, and both halves get counted.

Now look at Steak 48. $2.5M in four pages. A restaurant fit-out in an existing Center City building is metals, openings, finishes, specialties and kitchen equipment. No foundation, no roof. Short document, big number. That’s what a tenant buildout looks like when it’s priced honestly.

Where we work in Pennsylvania

We estimate statewide. Here’s where the volume actually is.

Philadelphia and the suburbs. Philadelphia, Wayne, Coatesville, Gilbertsville, West Chester, Doylestown, Norristown and the Main Line. Six of the sixteen estimates above are Philadelphia-area jobs. A permit filed in the city after July 1, 2026 is a 2021-code permit with 2018 accessibility, and your General Conditions have to cover a city plan review, not a township one.

Pittsburgh and the Allegheny Valley. Pittsburgh, Natrona Heights, Bethel Park, Export, Cranberry Township, Monroeville and Indiana. Four of the sixteen are western Pennsylvania jobs: a bank branch, a pair of villas, a gym and a juice bar. Hillside sites and old ground are the story here, and the site line on a Pittsburgh estimate is never the site line from a flat lot.

The Lehigh Valley. Allentown, Bethlehem, Easton and Whitehall. Two of the sixteen are Whitehall jobs, a medical office building and an apartment conversion.

Scranton, Wilkes-Barre and the Poconos. Scranton, Wilkes Barre, Tannersville and Stroudsburg. Three of the sixteen, including the two biggest. Snow load and frost depth drive the structure and the footings, and they show up in the concrete and roofing pages of every estimate we’ve priced up there.

Harrisburg, Lancaster and York. The Locust Lane condos are a Harrisburg job. Public and institutional work fills the capital region, and public work means the Prevailing Wage Act.

Erie and the northwest. Erie, Meadville and the lake shore. Long hauls, lake-effect winters, thin sub markets.
