What makes a Hawaii bid different
Hawaii is one state, four building departments, and one tax that lands on your whole contract.
Start with the code, because nobody can tell you the edition off the top of their head. The State Building Code the State Building Code Council approved in 2021 is built on the 2018 IBC. The State Residential Code is built on the 2018 IRC. Then the council’s own 2024 annual report says the 2021 IBC, IRC and IECC went in by default, with no state amendments, because the council didn’t act in time. Counties get two years to adopt the state code or write their own, and theirs has to be at least as strict. Hawai’i County’s changes took effect 1 September 2021. Code-tracking sites still show the state on the 2015 IECC. The state’s own report doesn’t.
So the honest answer on a Hawaii envelope is: call the county and ask what they’re enforcing this month. We do that before we price one.
Then there’s the tax, and this is the one that catches mainland contractors every single time. Hawaii doesn’t have a sales tax. It has a general excise tax, and GET isn’t charged on your materials. It’s charged on your gross receipts.
Four percent state, plus a half-point county surcharge that now runs in all four counties: Honolulu since 2007, Kauai since 2019, Hawai’i County since 2020, and Maui since 1 January 2024. Every one of them runs through 31 December 2030. The most you’re allowed to show a customer is 4.712%.
You can’t deduct your materials. You can’t deduct your labor. Both sit inside the number the tax is figured on. The one real relief is the subcontract deduction: what you pay a properly licensed sub comes out, as long as you both hold GET licenses and you report the sub on Schedule GE.
If you price an Oahu job with a mainland sales-tax line on the material column, you’re going to be short by the tax on the entire contract.
Four things that get missed on a Hawaii construction estimate
Every one of these has cost somebody money. We see them constantly.
1. GET priced as if it were sales tax. It isn’t. The 4% plus the 0.5% county surcharge apply to the contractor’s gross receipts, and neither materials nor labor comes out first. On a $1M job that’s the difference between a line item and a hole. Show it at the 4.712% maximum pass-on rate or carry it inside the number, but carry it against the whole contract.
2. The subcontract deduction, unclaimed. Payments to properly licensed subs are deductible when both parties hold GET licenses and the sub is reported on Schedule GE. Deductions can’t exceed your gross income on the job. Shops that sub out most of the work and never file Schedule GE are paying tax twice on the same dollar.
3. The wrong code edition. The state’s 2018-based code, the 2021 codes that went in by default, and each county’s own two-year adoption window can all point at different numbers for the same wall. Openings, sheathing, fastening, insulation — all of it moves. Get the edition in writing from the county before the takeoff, not after the permit comes back.
4. Prevailing wage on public work. Hawaii public projects run under HRS chapter 104, and the Department of Labor and Industrial Relations publishes the wage-rate schedules the job has to carry. Schools, county facilities, state buildings — the rate on the schedule is the rate in the estimate, not a national average with a Hawaii flag on it.

Four building types, four islands, and a range from a $171K grocery improvement to a $4M resort condo package. That range is the whole point. Most shops price one lane and call it a service.
Look at the two Maui multi-family jobs. Luana Gardens is $3.5M of tile across eighteen buildings, and the estimate carries every tile by item code, color, size and thickness, because on a job like that the schedule is the scope. Kalami Kai is drywall, densglass and stucco on two multi-family dwelling buildings plus a pool house, and it prices the exterior wall types one at a time. Two different subs, two different scopes, the same island, and neither one is a square-foot guess.
The Kamuela Inn runs sixteen pages, general conditions through electrical. Lunalilo Elementary is three pages of heat abatement on a public school. Same estimating shop, same format, wildly different jobs.
Where we work in Hawaii
We estimate all four counties. Here’s where the work on this page actually sits.
Oahu. Honolulu, Kailua, Kaneohe, Laie, Waipahu, Mililani, Pearl City and Hawaii Kai. Seven of the sixteen estimates above are Oahu jobs, from a community college renovation to a Kaneohe restaurant fit-out. Honolulu building permit fees are set by ordinance against the valuation of the work, so the fee moves with the number you write.
Maui. Kahului, Kihei, Wailuku, Lahaina, Makawao, Kula and Hana. Five estimates on this page are Maui jobs. Maui’s county surcharge only started 1 January 2024, so any pricing you’re carrying from a 2023 Maui job is a half point light.
Hawai’i Island. Hilo, Kailua-Kona, Waimea and Kamuela, Waikoloa and Captain Cook. The Kamuela Inn and the Kolea resort package are both here. This is also the county that ran its own code changes from 1 September 2021.
Kauai. Lihue, Kapaa, Koloa, Kilauea and Princeville. Kauai adopted the 2009 energy code back in 2010 and has moved since. Ask before you price the envelope.
Every island has its own permit desk, its own inspectors and its own backlog. The estimate has to match the one you’re actually building under.
