What makes an Arizona bid different
Arizona doesn’t have a state building code. It doesn’t have a state energy code either.
Every city and county adopts its own editions, on its own schedule. Phoenix moved to the 2024 Phoenix Building Construction Code on August 1, 2025, with a grace period for jobs already in the system and up to a year for standard plans to catch up. Cross a city line and you’re under a different book. You check the AHJ before you price the envelope, or you find out at plan review.
Then there’s the tax, and it doesn’t work like anywhere else. Arizona doesn’t charge sales tax. It charges a transaction privilege tax on the contractor, and for prime contracting the base is 65% of your gross receipts. Not 65% of materials. 65% of the whole contract, with the rate set by the city and county the job sits in. That’s a line item in every ground-up estimate we build in the state.
Repair and remodel work runs under a different rule. A maintenance, repair, replacement or alteration job, what the Department of Revenue calls MRRA, isn’t taxed on the contract at all. Instead you pay retail tax on the materials, at the rate for the project’s location. Two jobs in the same building, two tax structures. Price them the same and one of them is wrong.
And under all of it is a desert climate that’s hard on people, equipment and schedules. Mechanical carries the building here, and your durations have to allow for the months when nobody is pouring at two in the afternoon.
Four things that get missed on an Arizona construction estimate
Every one of these has cost somebody real money. We see them monthly.
1. The code edition. Phoenix is on the 2024 code as of August 2025. There’s no state code to fall back on, so the city or county you’re building in is the only authority that counts. A set drawn to an older edition, or a bid priced to one, gets caught at plan review, and the fix is your money. We pull the current edition for the jurisdiction on every Arizona estimate before the first quantity goes in.
2. The 65% tax base. Prime contracting TPT is figured on 65% of gross receipts. That’s a real percentage of the whole contract, and it belongs in General Conditions with the rate for that city and county, not buried in a markup you hope covers it. If you price an Arizona shell with a materials-only tax line, you’re going to give away the difference on every job until you find it.
3. The $750,000 line. Alteration work stays MRRA only while it’s under $750,000 on commercial property, or under 25% of the property’s tax value on residential. Cross that and it becomes a modification project, and the whole job falls under prime contracting TPT on 65% of gross. A tenant improvement that grows during design can cross that line without anybody noticing. The estimate should say which side of it you’re on.
4. The Phoenix amendments. The 2024 Phoenix code adds EV-charging infrastructure to new one- and two-family homes and townhouses, lowers maximum flow rates on faucets, showers and toilets to WaterSense levels, and adds an inclusive home design amendment for some entrances, hallways, bathrooms and fixtures. It also lets mass timber go up to 18 stories. Every one of those is a quantity that wasn’t on the last house you priced in Phoenix.

Four building types. Phoenix and the East Valley down to Tucson, up to Prescott, out to Casa Grande and Vail. From a $134K unit build to a $14.3M multifamily project. That range is the whole point. Most shops price one lane and call it a service.
Look at Sherman Place. $14.3M, fifteen pages, a five-level building with an elevator, corridors and balconies, and finishes that run seven pages on their own because every unit type gets its own takeoff. That’s the difference between a number you can borrow against and a number you can’t.
Same story on Laguna Chandler. $4.9M, nine pages, a warehouse and an office priced as two different buildings under one roof, with mechanical, electrical and fire sprinkler budgets carried separately for each. The two sides don’t cost the same per foot, and the estimate doesn’t pretend they do.
And look at the two smallest tenant jobs. Barry’s Bootcamp in Scottsdale is $571K over seven pages, because a gym is floors, ceilings and finishes, and every one is its own quantity. Peixoto x Chaconne in Phoenix is $675K with a kitchen in it. Both are alteration work in an existing building, so both carry the MRRA question: which side of the $750,000 line are you on, and what does that do to the tax?
Where we work in Arizona
We estimate statewide. Here’s where the volume actually is.
Phoenix. Downtown, Arcadia, north Phoenix and the whole city. The 2024 code, the newest in the state, and six of the sixteen estimates above are Phoenix jobs. Sherman Place, Del Ray Estates and Ross Dress for Less are all inside city limits.
The East Valley. Tempe, Mesa, Chandler, Gilbert and Queen Creek. Industrial shells, townhomes and retail. Laguna Chandler and 3 on Hardy are both Tempe projects.

The West Valley. Glendale, Peoria, Surprise, Goodyear, Avondale and Buckeye. Big-box concrete, storage and distribution.
Tucson and Pima County. Tucson, Oro Valley, Marana and Vail. Four of the sixteen estimates are Tucson-area jobs, from a $370K house to a $4.2M mixed-use building on South 11th Avenue. Different city, different code, different tax rate.
Pinal County. Casa Grande, Maricopa, Florence and San Tan Valley. The Wright Asphalt buildings are in Casa Grande.
Northern Arizona. Prescott, Prescott Valley, Flagstaff, Sedona and Show Low. Colder, higher and a long way from the sub market. The Pinehurst house in Prescott is on this page.
Yuma and the river. Yuma, Wellton, Lake Havasu and Kingman. Long hauls and thin trade coverage, and your durations have to say so.
