What makes a Tennessee bid different
Tennessee has a statewide code. That’s the good news. The catch is that it isn’t one code, and it isn’t the same code everywhere.
The State Fire Marshal’s Office sets the floor. Right now that’s the 2021 IBC for commercial work, effective April 2025, and the 2018 IRC for houses, which has been in place since July 2020. Two different code years under one roof. A townhouse row gets reviewed under one edition; the clubhouse beside it gets the other.
Then the cities get a say. A local government can adopt and enforce its own ICC codes, and the state audits it every three years. Or a city can vote itself out of the one- and two-family standards altogether by a two-thirds vote — an exemption that lapses 180 days after the next municipal election, so it has to be renewed. Shelby County, for one, runs the 2021 IBC with its own amendments. Cross a county line into a town that opted out and the residential inspection you priced for may not exist.
The energy code splits the same way. Commercial is on the 2021 IECC. Residential is on the 2018 IECC, and some cities have opted out of it. Know which one before you price the envelope.
Then there’s the tax. Tennessee treats the contractor as the consumer. You pay sales tax on the materials when you buy them — 7% state plus whatever the county adds — and you don’t collect it from the owner. Labor on real property isn’t taxed as long as it’s stated separately. That sounds simple until you’re pricing a job where half the material is owner-furnished and the other half runs through your supply house. Where the tax lands changes the number.
And under West Tennessee is the New Madrid Seismic Zone. The IBC ranks it among the highest-risk zones in the lower 48. A Memphis structure usually carries detailing a Nashville structure doesn’t, and the connection lines in the estimate show it.
Four things that get missed on a Tennessee construction estimate
Every one of these has cost somebody real money. We see them monthly.
1. The license line. Tennessee requires a contractor’s license before you bid, negotiate or offer a price on any project of $25,000 or more — prime, construction manager, and certain subs. That’s almost every job on this page, including the $280K coffee shop. If you’re a sub pricing a $30K scope without a license, you’re going to have a problem before you ever have a contract.
2. The permit math. Nashville’s Metro Codes schedule charges $5.00 per $1,000 of valuation on residential work. Commercial is tiered: $2,326.84 for the first $500,000, then $2.79 per additional thousand. Plan review is half the permit fee, plus a $25 zoning exam and a 10% codes tech fee on top. On a $6M temple that’s real money in General Conditions, and it’s different again in Memphis or Chattanooga.
3. No prevailing wage on buildings. Tennessee repealed prevailing wage on vertical construction in 2013. Since January 2014 only horizontal work — highways — carries it. A public library or a housing-authority job is priced at market labor, not a state-set rate. Federally funded work is a different question; ask before you assume.
4. Which IECC. A townhouse block is residential energy code. The clubhouse next to it is commercial. Two editions, two sets of insulation and glazing numbers, one site. If you carry one envelope spec across both, you’re going to eat the difference at inspection.

Four building types. Middle Tennessee, the Memphis side and the Chattanooga side. From a $280K Starbucks to a $23.8M apartment building with storefronts under it. That range is the whole point — most shops price one lane and call it a service.
Look at the two Memphis jobs. The Cossitt Library is $4M and nine pages, concrete through electrical, on a building that already exists — every existing-conditions line is a demolition line before it’s a construction line. The Caap 7th Street renovation is $2.1M and eight pages for the same reason. Renovation in West Tennessee means you’re pricing what comes out as carefully as what goes in.
Same story on the MDHA townhouses in Bordeaux. $6.9M, twenty pages, one building of a public housing job. Public work in Tennessee doesn’t carry a state wage rate, so the labor in that estimate is the labor a Nashville framer actually charges — not a table.
Where we work in Tennessee
We estimate statewide. Here’s where the volume actually is.
Nashville and Middle Tennessee. Nashville, Franklin, Brentwood, Murfreesboro, Hendersonville, Mount Juliet, Smyrna, Clarksville and Columbia. Nine of the sixteen estimates above are Middle Tennessee jobs, and that’s about the shape of our Tennessee work overall. Metro Codes runs its own fee schedule and its own plan review, and the number has to carry both.
Memphis and West Tennessee. Memphis, Germantown, Collierville, Bartlett, Millington and Jackson. Three of the sixteen are Memphis jobs. New Madrid detailing, Shelby County’s amended 2021 IBC, and a lot of renovation work in older stock.
Chattanooga and the Sequatchie Valley. Chattanooga, Hixson, Cleveland, Dunlap. The Lofts at Gateway, the West Lake house and the Dunlap DQ are all on this page.
Knoxville and East Tennessee. Knoxville, Farragut, Maryville, Lenoir City, Morristown, Sevierville and La Follette. The English Lake house is a Campbell County job. Mountain sites, long hauls, and hospitality work up the Sevierville corridor.
The Tri-Cities. Johnson City, Kingsport and Bristol. Smaller sub markets, so the sub markups in an estimate have to be honest about what the local pool looks like.

Tennessee had 165,400 people working in construction in July 2026 — flat on the year, which means the same crews are bidding more work.
