What makes a Victorville bid different
Victorville is not the Inland Empire. It’s the High Desert, over the Cajon Pass, and it runs its own Building Division instead of handing you off to San Bernardino County. One counter. One city.
Here’s the piece almost nobody catches. Most cities around here price building fees off job valuation times a multiplier. Victorville doesn’t. Its commercial fee kit prices non-residential new construction, additions and major remodels off a square-footage bracket table — breakpoints at 500, 2,500, 5,000, 10,000, 50,000, 100,000, 500,000 and 1,000,000 square feet.
That curve is flat. Go from a 5,000 square foot box to a 100,000 square foot box and you’ve multiplied the floor area by twenty — the base building fees roughly double. That’s it. So if you’re carrying city fees as a percentage of valuation, you’re going to over-carry every small tenant improvement you bid.
The real money is in the impact fees. Those are printed per 1,000 square feet, and the land-use call is worth about nine to one. Add the five DIF columns and Retail / Service Commercial comes to $10,079.81 per 1,000 sf — $10.08 a foot. High-Cube Warehouse, $1,128.26 — $1.13 a foot. Professional office, $9.53. Industrial / Business Park, $4.39. Lodging is per room, at $4,378.88.
Run a 10,000 square foot building through that. Classed Retail / Service Commercial it carries about $100,798 in city impact fees. Classed High-Cube Warehouse, about $11,283. Same slab. Same tilt-up. Same city. An $89,515 swing on a classification. Road Improvements is 89 to 90 percent of it either way. The rest is rounding.
Now scale it. Trade press has a 370,023 square foot industrial facility starting construction at Southern California Logistics Airport on the north end. At the high-cube rate that’s roughly $417,600 in city impact fees. Classed Retail / Service Commercial it’d be closer to $3.7 million. That’s not a fee line. That’s the deal. Get the classification in writing from Development before it goes in a bid — especially if a distribution shell has a retail or service component bolted on, because that’s where the category jumps.
Four things that get missed on a Victorville construction estimate
1. The three fees that ride on top. Technology Fee is a flat 4.6% uplift on the plan review and building permit figures — multiply the two by .046. SMIP runs $28.00 per $100,000 of valuation; under $100,000 it’s fifty cents. The Green Building Fee scales off permit valuation, a dollar to four dollars through the first $100,000, then a dollar per $25,000 above. None are big. All are lines.
2. Material sales tax at the delivery address. Victorville is 8.750%. Hesperia, ten miles up the road, is 7.750%. Adelanto, same. That’s a full point, and on a million dollars of material it’s ten thousand dollars. It’s not a judgment call — it’s where the truck unloads. Our Victorville files all carry 8.750%. Some older Inland Empire files carry 7.750% because they predate rate increases in those cities. That’s why you never reuse an old rate. Pull it fresh by address, every bid.
3. The sewer capacity fee has two published bases and they don’t reconcile. The city’s fee kit prices wastewater capacity per fixture unit — $233.95 or $200.00 depending on the treatment authority, times total fixture units. Victor Valley Wastewater Reclamation Authority’s own schedule prices its connection fee per EDU, at $4,913.00. Two units, two documents. A restaurant or a medical use with a heavy fixture count lands somewhere very different depending on which one the counter applies. Don’t average them. Ask which basis governs, in writing, before the number goes in a bid.
4. Water is the city wearing a second hat. The Victorville Water District is a subsidiary district of the City. Its five-member board is the City Council, and it meets twice a month as part of the regular Council meeting. So the building permit and the water connection sit under one governing body instead of two agencies on two calendars. That’s good news. It doesn’t make the connection automatic.

- Ontario 5U – $2.8M — 91762. Two buildings start to finish: footings, stem walls, slabs on grade, structural steel, wood roof and floor, stairs, stucco and MEP.
- Victorville DG – $2.2M — 92394. Ground-up retail. 6.5″ reinforced concrete per the geotech, fully grouted 8″ CMU with Durowall, pre-engineered metal building with insulated panelling. Carries the note “Retaining wall to be under separate permit.”
- Redlands Public Market – $727K — 92374. Pure structural steel: mezzanine on HSS 6x6x1/4 columns, VERCOR 20/20 deck, W8x10 through W14x68.
Retail and restaurant build-outs — retail, restaurant and cafe tenants
- Autozone Fontana Project – $862K — 92335. Interior and exterior remodel: new 4″ slab, R-30 roof insulation, kraftbacked R-13 and R-7.5 rigid wall assemblies, and exterior paint down to the red letters and stripes.
- Joann #2590, Rancho Cucamonga – $160K — 91730. Retail TI: wet-area ceilings, hat channel furring, wall types B through E, Unistrut bracing, Armstrong 1729 and 793 grid with patch-and-repair in the sales area.
- AutoZone Victorville – $37K — 92394. Painting package, site split from building — $7,428.60 site and trash enclosure, $30,003.78 ceilings and walls.
- Pandora Jewelers Victorville – $20K — 92392. Demo-only mall store, priced plan note by plan note, down to the “Remove Mall Flooring” line, then slab demo and saw cutting.
Tenant improvements and renovations — existing buildings and interior build-outs
- BioLife, Victorville – $549K — 92392. Plasma center fit-out in an existing building. Framing and drywall $425,631.73, acoustical ceilings $123,095.56, 22GA deck, wall types A1 through G2.
- 4978 Walnut Ave Renovation, Chino – $354K — 91710. Façade demo, footings, shearwalls, partitions, roof coating, new stucco over double 15# felt.
- Truck Stop Colton – $281K — 92324. Demolition-led: roof trusses, 23′-0″ and 10′-6″ exterior CMU walls, footings, 4″ slab, PCC pavement.
- Iron Mountain Redlands – $250K — 92374. TI in an occupied building: new roof openings, bollards, GWB ceilings including wet areas, Marlite panel, carpet tile and LVT.
Twelve jobs, from $19,974.83 to $6,311,418.15. Every one breaks labor, equipment, material and sub markup into separate columns, with a notes column for where the drawings don’t say enough.

92395 — central. The Hampton Project ($6.3M). Ground-up hotel, and the biggest file we’ve got up here.
SCLA, north end. The logistics airport is why the High-Cube Warehouse impact fee row matters more here than anywhere in the county.
Then the reach ring, and we’ve got priced files across most of it. Hesperia and Apple Valley at 10 miles. Barstow at 35. Over the Cajon Pass: Colton at about 35 (92324), Fontana at 40 (92335), Redlands at 45 (92374), Rancho Cucamonga at 45 (91730), Ontario at 50 (91762), Chino at about 50 (91710).
Same desk prices all of it. Trade rates and crew availability don’t stop at the pass. The fee schedule and the tax rate do — and that’s the part we look up fresh every time.
Who our Victorville estimating service is for
Our Victorville construction estimating services are built for four people.

Developers and owners who need a number before the land-use classification locks, while the DIF question is still worth $89,515 instead of a surprise. 3. Retail, restaurant and cafe tenants doing build-outs. Some are $20K demo packages. We price those the way we price the hotel — plan note by plan note. 4. Owners of existing buildings doing TIs and renovations, where half the cost is in what’s already there and the drawings only tell you part of it.
If you’ve been getting a bid back with one line for “city fees,” you’re going to keep eating change orders. In Victorville that one line hides a bracket table, a 4.6% technology uplift, a SMIP charge, a green building fee, and an impact fee that swings nine to one on a classification nobody confirmed.
