What makes a Torrance bid different
Torrance isn’t Los Angeles. It just looks like it on a map.
The city runs its own building division. Its own plan check, its own permits, its own inspectors, its own adopted code with local amendments layered on the 2025 California Building Code. Nothing about a job here routes through the County. So the LA County assumptions baked into your last bid don’t transfer.
Then there’s the part that actually moves the number. Torrance charges a construction tax of one and a half percent of the total value of all construction work, and it’s due at permit issuance. Not on your hard cost. On valuation. The building official can’t hand you the permit until it’s paid.
Run that on a two million dollar job. Thirty thousand dollars. Before a single permit fee, plan check fee, or school fee gets added on top.
Dwelling units are carved out of that tax, but they don’t get off free. Residential picks up a dwelling unit tax of $2,055 per unit and a park and recreation facilities tax of $550 per unit instead. School fees run $5.38 a square foot residential and $0.84 a square foot commercial and industrial.
If you’re pricing a Torrance job off a template you built for Los Angeles, you’re going to give away that one and a half percent out of your own margin and never see where it went.
The other thing about Torrance is the building stock. This is a city that was founded in 1912 and did most of its commercial growing in the fifties and sixties. Old Torrance downtown alone is 88.5 acres of original commercial core, sitting right up against the industrial area. A lot of what gets built here now isn’t built. It’s opened up, gutted, and put back together while the neighbors stay open.
Four things that get missed on a Torrance construction estimate
1. The construction tax. One and a half percent of total construction value, at permit. It’s not a permit fee and it’s not on the fee schedule you’re used to reading. It’s a separate chapter of the municipal code. Miss it on a mid-size commercial job and you’ve just donated a five-figure number.
2. Fire plan check is a second review and a second clock. Torrance Fire’s Community Risk Reduction Division does its own review for fire sprinklers, fire main and sprinkler supply, fire alarm, and commercial hood systems. Published turnaround is roughly three to four weeks. That’s separate from building plan check. If you’re doing a restaurant here, your hood is going through its own review, and your schedule needs to say so.
3. Asbestos on anything with age on it. South Coast AQMD Rule 1403 says the building has to be thoroughly surveyed for asbestos before any demolition or renovation work, and written notification has to go in at least ten working days before you start. A fee comes with the notification. On a sixties-era Torrance strip center that’s a survey line, a notification line, and a ten-day hole in your schedule. Most bids I see carry none of it.
4. You can’t check your own plan check. The city’s own page says that while the new permit system is being configured, online plan check status is unavailable, and that appointments are preferred. So the “we’ll just track it online” plan doesn’t work right now. Somebody has to call, and somebody has to hold the appointment.
None of these are exotic. They’re just local. And local is exactly what a national estimating shop with one California page is never going to know about your job.
There’s a fifth one I’ll mention but won’t price for you, because it depends on your parcel. Torrance’s code carries its own amendments for expansive soil foundations and its own grading and geotechnical requirements in Appendix J. If your site is on the hill side of town and you assume a flat-lot foundation, you’re going to find out during plan check instead of during bidding.
Torrance projects we’ve actually priced
I’ll be straight with you. We’ve got one job inside Torrance city limits in this set, and it’s the smallest number on the page:
- Torrance New Balance – $146K (90503). Retail tenant fit-out. Suspended drywall grid,
acoustical ceilings, wall types, Level 5 finish for wallcovering, blocking for fixtures and wall graphics.
What we do have is the ring around it. Twelve estimates, all of them South Bay or the belt just east of it, all priced the same way we’d price yours:
- Plaza Community South Gate – $2.8M (90280). Fourteen pages. Sitework, demolition,
concrete, metals, carpentry, roofing, finishes, elevators, MEP.
- Carson Townplace Suites – $2M (90746). Hotel interior. Insulation, resilient
channel, shaft wall, ceilings, fire caulking, five pages of it.
- 96 Headland Drive Residence, Rancho Palos Verdes – $2M (90275). Ten pages, footings
through electrical.
- 655 East Carson, The Wood – $1.8M (90745). Restaurant interior build-out. Kitchen
equipment, a twenty-foot hood with exhaust, commercial smokers, bar cabinetry.
- The Shops at Montebello – $1.8M (90640). Mall renovation. Demo, framing, drywall,
fiber cement siding, paint.
- Church Bellflower – $1.7M (90706). Ground-up. Footings, CMU, structural steel,
roofing, finishes, MEP.
- Long Beach Raising Cane’s #C0860 – $1M (90808). Twelve pages. Steel canopy, trusses,
parapets, every exterior and interior wall assembly by plan detail.
- Lavender & Honey, Redondo Beach – $564K (90278). Cafe. Existing conditions through
tile, HVAC and plumbing budgets.
- Ivy Station, Culver City – $465K (90232). Framed ceilings, soffits, slip track, board.
- Vons Santa Monica – $365K (90401). Grocery. Wall types, box beams, bracing,
glass-mat sheathing, fixture blocking.
- Inglewood, Hawthorne – $205K (90250). Full scope on a small building. Sitework
through paint.
- Torrance New Balance – $146K (90503).
That’s the honest picture. One in town, eleven within about twenty-five minutes of it, and the closest one five miles away in Redondo Beach.
Where we work in Torrance
All five Torrance zips. 90501 for Old Torrance and downtown. 90502 up toward Harbor Gateway and West Carson. 90503 out west by Del Amo, which is where the New Balance job sits. 90504 across north Torrance. 90505 through south Torrance, the Hollywood Riviera and the Skypark area by the airport.
Corridor work is most of it. Hawthorne Boulevard, Torrance Boulevard, Crenshaw, Sepulveda, Artesia, PCH, Western. Del Amo and the airport business area are the two big non-residential nodes, and Del Amo is moving right now. Lennar’s Fashion Square at Del Amo put 260 homes on sixteen acres at West Carson and Madrona, with a build window of around forty-one months. Work like that pulls subs, and it pulls competition.
Then straight out from there: Redondo Beach, Manhattan Beach, Carson, Hawthorne, Rancho Palos Verdes, Lomita, Gardena, Harbor City, San Pedro, Long Beach. We price all of it.
Who our Torrance estimating service is for
