What makes a Santa Clara bid different
Let’s get one thing straight before anything else.
This page is about the city of Santa Clara. Nineteen square miles, about 129,000 people, zip codes 95050, 95051 and 95054. Home of Levi’s Stadium, Santa Clara University, the convention center, and the headquarters of Applied Materials, Intel and Nvidia. It sits about five miles west of San Jose.
It is not Santa Clara County. The county is 1,291 square miles and holds nearly two million people. San Jose is in it. So are Sunnyvale, Cupertino, Campbell and Palo Alto. And it’s definitely not Santa Clarita, which is a different city, in Los Angeles County, about 330 miles south of here.

Still with me? Good. Here’s the thing that actually changes your numbers.
Santa Clara owns its own electric utility. It’s called Silicon Valley Power, and it’s a city department, not PG&E. Same with water and sewer. So when the city describes who performs plan check on your job, the list isn’t just the Building Division. It’s Planning, the Fire Department, Public Works, Water and Sewer Utilities, and Silicon Valley Power.
Read that again. The power company is one of your plan checkers.
That’s a real difference. In San Jose or Sunnyvale, the utility is somebody you coordinate with from the outside. Here it’s a reviewer with a seat at the table. Service, gear, load — it all runs on the city’s track, priced off the city’s fee schedule.
The rates are the good news. A January 2026 comparison put Silicon Valley Power at 18.2 cents a kilowatt-hour against PG&E in San Jose at about 49 cents. That’s roughly 62 percent less for the same power. Great for your client’s operating budget. Doesn’t do a thing for your bid.
Four things that get missed on a Santa Clara construction estimate
I see the same four holes over and over. Every one of them is public information. Every one of them costs somebody money.
1. Water and fire service connections. The city publishes these. As of July 1, 2026, a 1-inch water connection runs $24,667 plus $665 for meter and backflow. A 4-inch is $60,330 plus $7,338. A 4-inch fire service is $59,481 plus $3,585 for the DCDA device. A new hydrant is $46,541. Those aren’t allowances. Those are posted numbers. And they’re the kind of thing that sits quietly in a site-utility line until somebody actually looks it up.
2. The 65 percent diversion rule, and who’s allowed to haul. Any construction or demolition permit on a project 5,000 square feet or bigger has to track and divert at least 65 percent of what comes off the job. Miss it and the fine is the shortfall times the square footage times a dollar. Then there’s the part people don’t expect: in non-industrial zones, Mission Trail Waste Systems has exclusive rights to hired debris box service. Use somebody else and it’s a thousand dollars. If you carry a general conditions number over from a Sunnyvale job, you’re going to carry the wrong hauler with it.
3. Plan review time. The city publishes a table. A large new building is 40 business days for first review and 20 for a resubmittal. Complex is 30 and 15. Standard is 20 and 10. Minor is 10 and 5. Over the counter is one to three days. There’s an expedited track too, but it’s a 90-minute meeting, it costs an extra 50 percent of the plan review fee, and on the commercial side it’s tenant improvement only, capped at 20,000 square feet, single floor, no occupancy change, no exterior site work. Plenty of jobs don’t qualify.
4. The Reach Code, and what it doesn’t apply to. Ordinance 2081 has been in effect since January 1, 2026. New non-residential and high-rise residential buildings need solar. Minimum 3 kilowatts under 10,000 square feet, minimum 5 kilowatts at 10,000 and above. Plus EV charging requirements by building type. But here’s the useful half: it applies to newly constructed buildings only. Alterations, renovations and repairs aren’t covered. That’s money a tenant improvement client shouldn’t be carrying, and I’ve watched people carry it anyway.

- Riverview V ADU Conversion, San Jose — $1.5M. Zip 95110. Full building conversion. General conditions, demolition, sitework and landscaping, metals, millwork and countertops, doors and windows, wall assemblies, finishes, specialties, plus mechanical, plumbing, fire sprinkler and electrical budgets.
- Milpitas Daycare — $1.3M. Zip 95035. Demolition of the existing building and site, paving and base, planters, fencing, parking striping, concrete, vapor barrier, railings, millwork, doors and playground gates, ceilings, floor finishes, painting and full MEP.
- West Valley College, Saratoga — $1.3M. Zip 95070. Millwork and casework throughout, bullet-resistant doors and wall panels, rated partitions and shaft liner, acoustical ceilings and baffles, wall protection, carpet tile and sheet goods, painting.
- 1245 E Santa Clara, San Jose — $1M. Zip 95116. And yes — that’s East Santa Clara Street, in San Jose. It’s a street name, not a city. Two-story renovation: complete ceiling and flooring demolition on both floors, tile, baseboards, painting, mechanical and electrical.
- Pollo Campero San Jose — $367K. Zip 95122. Roof joist framing, top and sill plates, structural blocking, exterior and parapet wall assemblies, interior wall types, FRP, Level 5 finish, acoustical ceilings, interior and site painting.
- GoodVets Santa Clara — $189K. Zip 95051. The one in the city. Interior partitions, metal framing and deflection track, holdowns and cleat angles, rated partitions and fire caulking, Level 5 finish, FRP, acoustical ceilings including medical-grade clean room tile, painting and epoxy floor sealer.
- BMO San Jose — $124K. Zip 95124. Acoustical ceilings, framed soffits and bulkheads, interior wall framing with kicker bracing, rated walls, fire caulking, acoustical sealant, interior and door painting.
- Starbucks 9280 San Jose — $32K. Zip 95127. Acoustical and gypsum board ceilings, wall types in metal stud with moisture-resistant board, sound batt insulation and sealant, fire-treated blocking.
One in-city job out of eight. I’d rather say that than pad the list. You can open every one of these and read the line items yourself.
Where we work in Santa Clara
Inside the city, that’s 95050, 95051 and 95054.
95050 is the Old Quad and downtown, Santa Clara University, El Camino Real and Franklin Street. 95051 is the west side — Lawrence Expressway, Homestead, Kiely. That’s the GoodVets zip. 95054 is everything north of 101: Rivermark, the Great America and convention center district, Levi’s Stadium, and most of the data center and corporate campus stock.
Corridors we’re on constantly: El Camino Real, Lawrence Expressway, Great America Parkway, Central Expressway, Stevens Creek Boulevard, and the 101 and 237 corridors up north.
Then the ring, and it’s tight. San Jose is five miles. Sunnyvale is five. Cupertino is eight, Campbell is eight, Mountain View is eight. Milpitas is ten. Palo Alto and Saratoga are twelve.
That’s the whole service area. You can drive across it in half an hour on a decent day.
