What makes a San Diego bid different
Here’s the thing most estimators get wrong about San Diego.
They treat it like one city. It isn’t. Of the last fifteen jobs we priced down there, only five were actually inside the City of San Diego. The rest were Carlsbad, Encinitas, Vista, Chula Vista, La Mesa, Escondido and Imperial Beach. Eight cities. Thirteen zip codes. Eight different building departments, each one with its own submittal package, its own corrections list, its own idea of what “complete” means.
So when somebody tells you they know San Diego permitting, ask them which San Diego. Because if you’re bidding a tenant improvement in Carlsbad using what you learned downtown, you’re going to eat the difference.
That’s the part an out-of-town estimating service can’t fake. They’ll drop your city name into a template and list a few neighborhoods — Otay Mesa, La Jolla, North Park — and call it local knowledge. Go look at those pages. Not one of them shows you a single San Diego job. No address. No zip code. No number.
Four things that get missed on a San Diego bid
1. The permit clock isn’t the number you think it is.
The City of San Diego publishes its permit queue live. As of late August, a building permit was issuing in two business days. Demo, mechanical, plumbing and electrical in three. Grading and mapping in one.
Those are great numbers. They’re also not your schedule. That’s the *issuance* queue — the last step, after review is done. The city says it plainly: the actual time depends on how many applications came in and how complete yours was. If you price a job off the two-day number, you’re going to be explaining a schedule overrun that had nothing to do with the field.
2. Half your risk is in cities that aren’t San Diego.
Vista, Escondido, Chula Vista, La Mesa — different departments, different timelines. We’ve priced work in all of them. A bid that assumes one process across the county is a bid with a hole in it.
3. The coast changes the job.
A big chunk of the work down there sits in beach communities — La Jolla, Ocean Beach, Imperial Beach, Encinitas, Carlsbad. Development inside California’s Coastal Zone can pull in a Coastal Development Permit, and some of those are appealable to the Coastal Commission. That’s schedule risk an inland estimate never carries. Whether it hits your specific parcel is a parcel-level question — but if nobody on your team asked it before you handed in a number, that’s the problem right there.
4. Scope, not square footage.
Our San Diego work runs from a $22,000 renovation to a $2.6 million ground-up. Same county. Same estimator. Completely different exposure. Anybody quoting you a price per square foot across that range is guessing, and you’re the one who finds out.
