Our pricing is based on a per-project basis, not hourly. Our estimates are perfect for busy contractors that need an “On-Demand” estimate completed. Most contractors bid only a few projects per month and our pricing tends to be more affordable than hiring a full time in-house estimator.

Our estimates are very accurate and based on your project’s zip code so your pricing will be accurate and competitive. Our estimates are designed as guidelines for you to finalize pricing so you’ll be able to make your final adjustments with the Excel Spreadsheet we send you. You can adjust Supervision, Equipment, Profit, and manually override any of our estimated pricing. Our labor and material costs come from Craftsman National Construction Estimator Database which is updated several times per year. Our estimating team are construction professionals with plenty of field experience and we make adjustments based on factors such as changes to productivity, equipment, etc. For example, if a wall is 20 ft high, we’ll need to include a lift along with slower productivity to adjust the labor price.
Pricing in all regions varies and we used highly accurate cost databases along with field experience to price projects. We carry a $1 Million Accuracy Guarantee covered by our Errors and Omissions Insurance. If we were to ever make a mistake and you lose money on a project, you are completely covered. There will always be a variation in pricing based on the fluctuations in the market, labor shortages or surpluses, and major events that suddenly increase or decrease material or labor pricing.

What makes a Sacramento bid different

Let’s start with the honest part.

There are twelve jobs on this page. Only three of them are in Sacramento proper. A fourth is a Starbucks in West Sacramento, which is across the river and a whole different county. The rest run 40 to 90 miles out. Stockton. Modesto. Napa. Vallejo. Santa Rosa. Marysville.

So why call it a Sacramento page?

Because that’s how the work actually comes to you. You’re based here. Then a client calls about a store in Stockton. Then a dealership in Vallejo. Then a college building up in Napa. We price across Sacramento County and seven more counties, through nine separate plan-check authorities. Every job below names its real city and its real zip. So go check them. That’s the point of listing them that way.

Now the Sacramento part, because it’s specific.

The City adopted the 2025 California Building Standards Code on December 2, 2025, effective January 1, 2026. That’s Ordinance 2025-0031. And it carries local amendments most people bidding here have never read. Buried ferrous water and gas piping needs protective coating plus cathodic protection, because the soil out here eats pipe. Roof drainage gets sized at 3 inches per hour. And if your construction cost passes 25% of the building’s replacement cost, the City wants a seismic evaluation of the existing structure. Sacramento sits in Seismic Design Category D.

Then there’s the thing about being the state capital.

State-owned and state-occupied buildings don’t go through City plan check at all. Health and Safety Code 13108 puts them with the State Fire Marshal, and the Fire Marshal’s Plan Review Section reviews those construction plans. But a state agency leasing a suite in a privately owned building? That one still goes to the City. Community college work is its own track too — that’s the Division of the State Architect, not a local building department.

If you bid a state building like it’s a City job, you’re going to price a review cycle that never happens.

Four things that get missed on a Sacramento construction estimate

1. The building excise tax. Sacramento City Code 3.36.010 charges 0.8% of valuation, and it’s due when the permit is issued, not at closeout. On a $9 million job that’s real money. Here’s the part that matters: it only applies to work that increases building area. Straight interior work on an existing structure is exempt. So a ground-up and a tenant improvement of the same dollar value are not the same permit cost. Most estimates treat them like they are.

2. The accessibility line at $209,208. That’s the 2026 path-of-travel valuation threshold under CBC 11B-202.4, Exception 8, for projects submitted after January 19, 2026. Cross it and path-of-travel upgrades come into scope. Restrooms. Drinking fountains. The route from the parking stall to your work area. Seven jobs on this page sit above that line and five sit below it. If you price a $296,000 interior job without checking that threshold, you’re going to eat the path-of-travel work.

3. The 25% seismic trigger. It’s an existing-building question, and it hits renovation work hardest, because renovation is exactly where construction cost climbs toward a share of replacement value. Nobody puts an evaluation line in the bid. Then it shows up in plan check.

4. The surcharges nobody adds up. There’s a 10% technology surcharge on your permit and plan review fee. A General Plan fee of $2.60 per $1,000 of valuation, capped at $38,200. A Strong Motion fee. A Green Building fee. A Business Operations Tax on valuation. Phase the permit and you add 20% to plan review and permit fees. Revise the plans after submittal and review runs $216 an hour. Individually they’re small. Stacked, they aren’t.

One more thing on process. The City runs Electronic Plan Check — three PDFs, and corrections come back per cycle. From cycle two you owe a written response letter with form CDD-0270. Intake’s stated goal is a response within 24 hours, not counting weekends or holidays. That’s an intake goal. It is not your review time. So don’t build a schedule on it.

Four of those cleared $600,000. Eight came in between $60,000 and $373,000. That’s the shape of this book. Big hospitality and retail work at the top, and a long run of coffee kiosks, store build-outs and interior fit-outs underneath it.

The NC Stockton job is a $335,000 interior tenant improvement in central Stockton. The Napa Valley College job is a community college building — public work, its own review path. And Off the Charts in Santa Rosa is a $296,000 interior TI.

Where we work in Sacramento and inland Northern California

95823 covers south Sacramento along the Parkway, and it runs across City limits into Parkway-South Sacramento, Florin, Elk Grove and Laguna. That’s where the $9.3M LaQuinta sits.

95825 carries the postal name Sacramento, but the ground is Arden-Arcade — the Howe Avenue and Arden Way corridor by Arden Fair, and much of it is unincorporated county under its own community plan. Both the $4.8M Genesis job and the $60K Starbucks 11238 are in there.

95691 is West Sacramento, Yolo County. The Bridge District on the west bank, the West Capitol Avenue corridor, Southport to the south. That’s the $175K Starbucks.

95901 is Marysville in Yuba County, and it stretches over Linda, Loma Rica, Bangor and Beale Air Force Base along the Highway 70 corridor. Dutch Bros CA3207 is up there at $159K.

95205 is east Stockton — the East Fremont Street corridor where it meets North Wilson Way. That’s the $1.7M Family Dollar.

95204 is central Stockton, including the Miracle Mile on Pacific Avenue. The $335K interior TI is in that zip.

94590 is downtown Vallejo in Solano County and the Sonoma Boulevard corridor, which is where the Vallejo Auto Center dealerships sit. Hence the $373K Hyundai job.

94558 is Napa County. Silverado Trail runs north out of Napa toward Calistoga through mostly unincorporated county, and that’s the $651K Alta Napa Valley job. Napa Valley College is in the same zip, and that’s the $61K Wine Education Center.

95356 is north and northwest Modesto in Stanislaus County, running out toward Salida and Del Rio. The $118K Burlington is there.

95403 is northwest Santa Rosa in Sonoma County — Coffey Park, Piner, the Cleveland Avenue corridor. That’s the $296K TI.
