What makes an Orange bid different
Let’s get one thing straight before anything else. This page is about the city of Orange — the Plaza, Old Towne, Chapman Ave, Tustin St, The City Drive. Not Orange County. If you searched “Orange” and you meant the county, you’re going to end up on a page that never tells you who actually stamps your permit.
The city of Orange runs its own building division. Its own. Out of City Hall at 300 E. Chapman Ave. Plan check there covers residential, commercial and industrial, plus tenant improvements. And the fire review isn’t OCFA like it is in Irvine or Santa Ana or Tustin — Orange has its own fire department, and under the city’s code the Fire Code Official reviews and inspects your sprinklers and detection systems.
That matters more than it sounds. Take a prototype that got built in Irvine last year and drop it in Orange. Same drawings. Different building department, different fire AHJ, different plan checker with different comments. Contractors miss that constantly.
Then there’s the part nobody outside the city expects.
Old Towne Orange is a National Register historic district, listed in 1997, and it’s about a square mile of it. Roughly 1,300 to 1,400 historic buildings. The Plaza district was listed back in 1982. There are three Eichler tract districts too, designated in 2018. If your project touches any of that, you’re going to be in front of a design review process before you’re in front of a plan checker.
Orange adopted the 2025 California Building Code edition. Statewide, that took effect January 1, 2026. Anybody still pricing off 2022 assumptions is a full cycle behind.
Four things that get missed on an Orange construction estimate
1. Design review scope that isn’t on the drawings. In Old Towne, additions, roofline changes, demolition, relocation and any new structure over 120 square feet go to the Design Review Committee. Smaller stuff — re-roofing, windows and doors, siding repair, fences, mechanical equipment — goes through Minor Design Review at staff level. The standards are built on the Secretary of the Interior’s Standards for Rehabilitation, which is a polite way of saying repair-in-kind beats replace. Wood window repair instead of new vinyl. Retained storefront bulkheads. Salvaged material re-installed. None of that is drawn. All of it is money.
2. The hearing cycle, not just the labor. A DRC item is a calendar item. General conditions run on weeks, not on square feet. If you carry a permit duration that assumes straight-to-plan-check and your job is in Old Towne, you’re going to eat the difference in supervision.
3. Hospital work isn’t a city permit. Orange has UCI Medical Center on The City Drive, CHOC, and St. Joseph. Licensed acute-care buildings go to the state — HCAI, what everybody still calls OSHPD — under the Alquist Act and SB 1953, with the 2030 seismic deadline pushing upgrade work. A medical office building down the street is a City of Orange permit. The hospital building next door isn’t. Two different jobs. Two different documentation loads.
4. Fire AHJ assumptions carried over from the last job. Access, hydrants, fuel modification, hazardous materials disclosure, underground tanks — Orange City Fire reviews it through the city’s Staff Review Committee. Assume OCFA’s checklist and you’ll price the wrong scope.
We don’t guess at any of that. We take off what’s drawn, line by line, and we flag what isn’t.

Straight answer on this: we’ve done a lot of work in central Orange County. Inside the city limits of Orange itself, one estimate in this set carries an Orange zip. One. I’d rather tell you that than pad the list.

Wood blocking, drywall ceilings, exterior and interior metal-framed wall types. 8. Wendy’s Project, Santa Ana — $76K (92704). Wood framing and drywall, parapet framing and bracing, sheathing.
Existing buildings and interior build-outs
9. City of Irvine Project — $11.6M (92612). Interior fit-out of an existing building. Demo of existing carpet and ceilings, metal stud platforms, storefront, acoustical ceilings, wall panels, floor finishes, full mechanical, plumbing and electrical. 10. Laguna Hills Plaza Improvement — $1.2M (92653). Demolition, concrete, pavement, dumpster pad, doors, storm drain catch basin, canopy removal. 11. 3020 W Harvard, Santa Ana — $451K (92704). Framing, drywall and insulation. Wall types by tag, drywall and acoustical ceilings, in-wall backing. 12. Anaheim Medical Building, Orange — $111K (92866). Ceilings, partitions, exterior and interior wall assemblies, rated walls, knee walls, blocking.
About that last one. Its printed name says Anaheim. Its printed zip is 92866, which is the city of Orange — Old Towne’s zip, the one City Hall sits in. We label projects by the zip that’s printed on the estimate, so it reads odd and it’s correct. It’s also the one genuinely in-city job on this page, so it’d be strange to hide it.
Where we work in Orange
Orange is about 25.7 square miles and roughly 138,000 people, and the zips run 92856 through 92869. Here’s where the work actually is.

The City Drive corridor (92868). UCI Medical Center, CHOC, the Outlets at Orange. Medical office fit-out, back-of-house, retail refresh.

East Orange and Santiago Hills (92869). Toward Santiago Canyon College. Residential and light commercial.
Orange Park Acres, El Modena, Olive. Custom residential, ADUs, small mixed-use.
And around the edges: Santa Ana about five miles out, Anaheim five, Tustin five, Villa Park three, Garden Grove eight, Placentia and Fullerton eight, Irvine twelve. The Orange Crush is right there. We price all of it.
Who our Orange estimating service is for

What you get is a line-item estimate. Wall type by tag and height. Stud gauge and spacing. Deflection track, bridging, clips, insulation R-value, acoustic sealant. Ceiling grid and tile by square foot. Copper water pipe by diameter with fitting allowances. Wire and conduit by circuit. Labor, material, equipment and sub markup broken out on every line, with sales tax, contingency and profit carried separately so you can see them.
If you’re pricing an Old Towne storefront off a national average, you’re going to lose money on the review cycle alone. If you hand a GC a takeoff with no assumptions written down, you’re going to argue about scope in month three.
