What makes a Long Beach bid different
You’re not bidding into Los Angeles County here. Long Beach runs its own building department. It runs its own health department too — one of only four cities in California that does, alongside Pasadena, Berkeley and Vernon. And it sits on top of one of the biggest urban oil fields in the country, pumping close to 8 million barrels a year.
That’s three things most estimators never account for. Their numbers come in light.
Here’s the one that costs people real money. Long Beach amends the state code locally. The city went onto the 2025 California Building Standards Code on January 1, 2026, and its own amendments live in Municipal Code Title 18, Chapters 18.60 through 18.79. Adaptive reuse. Construction and demolition recycling. Earthquake hazard. Voluntary seismic retrofit. Flood. Low impact development. Each one can add scope your plans don’t show.
Then there’s the oil. If you’ve got a well within 300 feet of your building, you’re going to be building things you never bid. Bulletin IB-054 is the rule. Vent cones at least 4 feet across, sitting 2 feet above the wellhead. Vent risers at least 2 inches, terminating 10 feet above grade. Gas detection under Chapter 18.79. A CalGEM well status no more than 12 months old. And if that well doesn’t comply, a peer reviewer gets pulled in and you pay 115% of the consultant’s fees.
Nobody puts that in a per-square-foot number. We do.
Four things that get missed on a Long Beach construction estimate
1. The recycling deposit. Long Beach wants 65% diversion under Chapter 18.67, and it holds your money to make sure it happens. The deposit is 3% of project value or $56,999, whichever is less. The floor is $1,712. Add a $454 admin fee on a commercial job, and that one’s not refundable. You get the deposit back if you file inside 90 days of finishing. Miss it and it’s gone.
2. The surcharges. Long Beach adds a 6% Technology Surcharge and a 6% General Plan Surcharge to all applicable fees. That’s 12% on top. There’s a $115 processing fee too, and it lands twice — once on the plan check application, once on the permit. The city’s own guidance says budget about 2% of building costs for plan checks, permits, inspections and other agency fees. Most bids carry zero.
3. The health department. If you’re building a restaurant in Long Beach, you’re going to be paying the city, not the county. A new restaurant with 0 to 60 seats runs $1,547 low risk, $1,931 high risk. Sixty-one to 200 seats is $2,363 or $2,598. Over 200 seats, $2,742 or $3,019. A minor remodel is half of that. A very limited one is a quarter. Separate line from your building plan check, every time.
4. The stamps. A Group A tenant improvement in Long Beach needs five of them. Fire Plan Check. Planning Bureau. Long Beach Utilities Water Division. Health Department. Building and Safety Bureau. Five reviewers, five sets of comments, five chances to get sent back. And if your occupant load clears 300, you’re adding a manual fire alarm system.
So when somebody hands you a square-foot average off a blog, that’s what it’s missing.

Twenty-one thousand dollars up to 2.8 million. Ground-up, a hotel, a church, three national brands, an EV service center and a house on the bluff.
Now the straight talk. Four of those twelve are Long Beach or Signal Hill. The other eight aren’t. South Gate, Carson, Bellflower, Norwalk, Downey, Torrance — plus San Pedro, which is City of Los Angeles and goes through LADBS. I’m not dressing that up.
But look at what it actually means. That’s eight more building departments. Eight more fee schedules. Signal Hill alone is its own city, 2.2 square miles sitting completely inside Long Beach, with its own Community Development department and an Oilfield Services division enforcing its own Oil Code. If you only ever bid one jurisdiction, you’re going to get caught out the first time you cross a city line. We’ve crossed those lines. Repeatedly.
That’s an argument for hiring us, not against.
Where we work in Long Beach and the Gateway Cities
Everything on that list sits inside about 15 miles.
90808 is the East End — Lakewood Village, El Dorado Park Estates, the Plaza, Artcraft Manor, what locals call the Ranchos and South of Conant. It runs from Spring Street north to Del Amo, between Bellflower and Lakewood Boulevards, east to the 605. The Carson Street retail corridor is in it, including Long Beach Towne Center at 7300 to 7575 Carson. That’s the zip our Raising Cane’s is in.
90803 is Naples, Belmont Heights, Belmont Park and Bluff Park. The city’s own retail list calls Belmont Shore a 15-block commercial strip with over 200 shops, and Second Street is its spine. Our Evereve build-out sits in that zip.
90815 covers Los Altos, University Park Estates, Park Estates and El Dorado Park, with Los Altos Gateway and Los Altos Market Center anchoring the retail. The Jack in the Box is there.
90755 is Signal Hill. Its own city, City Hall at 2175 Cherry Avenue. Cherry is the spine. Still a working oil field. Our Panda Express is there.
Then the Gateway Cities and the South Bay. 90280 is South Gate — one zip for the whole city, Tweedy and Firestone as the corridors. That’s Plaza Community. 90745 and 90746 are Carson, and both carry Long Beach as a postal alias, which is exactly why people mix them up. Carson Street, Del Amo, Cal State Dominguez Hills. The Wood is 90745, TownePlace Suites 90746. 90706 is Bellflower — Bellflower Boulevard, Lakewood Boulevard, Alondra. The church sits there.
90731 is San Pedro, city of LA. Paseo del Mar is the bluff road above the water, the one Point Fermin Park sits on. That’s the Bowen addition. 90650 is Norwalk, and Firestone Boulevard is its commercial spine. Tesla’s in it. 90503 is Torrance’s retail zip — Del Amo Fashion Center at 3525 Carson Street, Hawthorne Boulevard frontage. New Balance is in it. 90241 is Downey, Stonewood Center at 251 Stonewood with Firestone running through. JD Sports is in it.
