What makes a Huntington Beach bid different
Most estimating companies treat Huntington Beach like it’s just another Orange County zip. It isn’t.
You’re building on an oil field. The city knows it, and the code says so out loud. Huntington Beach Municipal Code 17.04.090 sends new construction in the methane overlay districts straight to Building Code Chapter 55, and Chapter 55 is where the money hides. Section 5504 lets the Fire Chief demand a soil-gas testing plan before you break ground. Section 5506 says high readings may require mitigation “before any grading, development, or building construction is allowed.” Section 5507 can put a continuous, non-permeable methane barrier under your slab.
Read that last one again. That’s a subfloor system, an engineer, a submittal, and a schedule hit — on a job that looked like a straight interior remodel when you walked it.
And the barrier gets its own plan check. The Fire Department’s commercial tenant improvement guidelines list four separate fire submittals on a TI: sprinklers, fire alarm, UL300 suppression for every Type 1 cook hood, and the methane barrier. Four submittals. Four permits. Four finals. If you bid a Huntington Beach restaurant with one line for fire protection, you’re going to eat the other three.
Then there’s the coast. Huntington Beach runs its own certified Local Coastal Program and issues Coastal Development Permits under Chapter 245 of the municipal code. Downtown, Sunset Beach, Huntington Harbour, anything fronting PCH — that permit can sit on top of your building permit, and some of it is appealable to the state.
None of that shows up in a square-foot cost book.
Four things that get missed on a Huntington Beach construction estimate
1. The plan review multiplier. Huntington Beach charges plan review at 61% of the building inspection fee, minimum $137. Sixty-one percent. Most guys carry plan check at a flat guess and get it wrong by four figures.
2. The 6% automation fee. It’s the last line on the city’s fee schedule and it applies to everything above it. Every permit fee, every plan review fee, every re-inspection. Six percent on top. Nobody carries it.
3. When impact fees actually hit. Municipal code 17.73.010 says impact fees get calculated when the permit is issued, but collected “on the date of final inspection or the date a certificate of occupancy or temporary certificate of occupancy, whichever occurs first.” That’s a cash-flow problem, not a bid problem. If you priced them at permit and forgot they land at C of O, you’re going to be short at the worst possible week.
4. The 300-foot rule. Any project within 300 feet of a known oil well has to show compliance with City Specification No. 429, and a work plan has to reach the Fire Department before soil investigations even start. That’s a consultant and a calendar, not a line item you can wave off.
Here’s what those first two do to a real number. Say you’ve got a $250,000 tenant improvement. City inspection fee: $1,339 for the first $100,000, plus $6.50 per thousand after — call it $2,314. Plan review at 61% is $1,411.54. Processing is $41. Add the 6% automation fee and you’re at $3,992.53 in city building fees before the Fire Department has looked at a single sheet. That’s the kind of number a general contractor should never be finding out about in month two.

Now the straight talk. Two of those are in Huntington Beach — Lululemon and Sweet Green, both 92648, both retail interiors. The rest are Orange County. Twenty-six OC projects in our book, about $24.7 million in total project cost, and most of them are somewhere other than HB.
I’d rather say that than pretend otherwise. What matters for your bid isn’t whether we’ve stood on Main Street. It’s whether we know the subs, the suppliers and the labor rates in this market — and whether we’ve priced your building type before. On both counts, yes. A Lululemon in Huntington Beach and a GAP at Irvine Spectrum are the same job with a different address.
Where we work in Huntington Beach
The city has four delivery zips and we quote all of them: 92646, 92647, 92648, 92649.
Beach Boulevard and Edinger Avenue are the retail spine — the city bundles them into a single specific plan for a reason. That’s the corridor where Bella Terra sits, and it’s where most of the restaurant and shop build-outs come from. Our two HB jobs are both that kind of work, both in 92648, and the closest thing we have to a twin is GAP Irvine Spectrum Center Project at $254K in 92618. Same tenant-improvement math, twenty minutes down the 405.
Downtown, Main Street and the PCH frontage are the coastal-permit side of town. Sunset Beach and Huntington Harbour too. That’s where a Coastal Development Permit stops being theory. If your job sits seaward of the first public road, budget the schedule for it.
Seacliff, Holly Seacliff, Ellis Goldenwest, Meadowlark, Magnolia Tank Farm — those are the plan areas where the oil-field history is closest to the surface and where the methane specs bite hardest.
For the inland and industrial side, McDonnell Centre Business Park is the one to name. That work looks like our Palmdale 9 job in Irvine 92614 — $1.6M of slabs, foundations and grade beams — and like Laguna Hills Plaza Improvement at $1.2M in 92653, which was site demo, pavement and structure on an existing retail center.
Everything else we do sits inside a 45-minute drive: Newport Beach 92660, Santa Ana 92705, Laguna Beach 92651, Mission Viejo 92692, San Clemente 92673, Cypress 90630, Irvine 92612 and 92618. Same subs. Same suppliers. Same rates.
