What makes a Glendale bid different
Glendale isn’t Los Angeles. People forget that.
It’s its own city with its own building division, and your plans go to Community Development on Broadway — not to LADBS. Different counter, different reviewers, different fee schedule. Glendale adopted a brand new citywide fee schedule on June 23, 2026. Some of those fees kicked in July 1, some July 23, some August 22. If you’re pricing a Glendale job off numbers you pulled last spring, you’re going to be short before you frame a wall.
Then there’s the power company. Glendale Water & Power is the city’s own utility. Not SCE. Not LADWP. That’s a separate department, a separate timeline, and a separate rate card — and on GWP’s small business time-of-use rate, peak energy runs $0.5985 per kWh from 2 PM to 8 PM on summer weekdays. Temp power on a July build in Glendale is a real line item, not a rounding error.
We’re a construction estimating company. We do takeoffs and full cost estimates for general contractors, subs, developers and owners, and we’ve priced work inside Glendale city limits and all the way around it. This page is about what we’ve actually done here.
Four things that get missed on a Glendale construction estimate
Here’s what we see get left off a Glendale number, over and over.
1. The C&D deposit. Glendale wants 65% of your project’s debris diverted, and it holds a refundable deposit until you prove it. Demolition is 6% of project valuation. Construction or an addition on a single family is 2%. It caps at $30,000, and it’s waived if the math comes out to $200 or less. There’s also a $50 processing fee on the waste management plan. Do the arithmetic on a million-dollar demo-and-rebuild: that’s sixty grand of cash parked with the city before a single truck rolls. It comes back. But you have to carry it, and most bids don’t.
2. No valuation floor on commercial work. The C&D ordinance hits any non-residential addition, renovation or alteration of an existing non-residential building — the city’s words are “regardless of the proposed construction value.” A small tenant improvement doesn’t escape it.
3. Re-inspections. $86 per half hour, minimum, once you need more than two inspections to clear the same correction. After-hours inspection is $822 with a four-hour minimum. Those numbers are from the city’s published schedule, effective July 1, 2025. Two sloppy trades on a tight punch list and you’ve eaten your general conditions.
4. The 91214 problem. North end of town, the mailing address lies to you. La Crescenta-Montrose is unincorporated Los Angeles County, but the Post Office also lists Glendale as an alias for 91214. So a 91214 address tells you nothing about who issues the permit. Check the parcel. Not the envelope. If you assume the city has it and the county actually does, you’re going to lose weeks and price the wrong review.
None of that is guesswork. It’s off the city’s own pages. And it’s four line items most bidders never write down. If you hand an owner a Glendale number that doesn’t carry the deposit, the diversion hauling and the weight-ticket paperwork somebody has to sit and file, you’re going to find that money later out of your own margin.

Where we work in Glendale
The Glendale Galleria job is 91210. That’s the Galleria’s own ZIP — 100 W Broadway. The Tumi store is 91204, south of downtown off the Brand and Central spine. Those are the two we’ve priced inside the city, and together they’re $117,562. That’s the honest number. We’re not going to pretend it’s forty.
The rest of the city we know the way anybody working here knows it — through the corridors the city itself names in the South Glendale Community Plan. Brand Boulevard of Cars. East and West Broadway. East and West Colorado. North and South Glendale Avenue. South Central. Verdugo Road. San Fernando Road on both sides of the Pacific curve. Centers like Adams Square, Pacific Edison, the Tropico TOD by the transportation center. Neighborhoods like Adams Hill, Citrus Grove, Somerset-Mariposa, South Brand.
And then the ring, which is where most of the volume is:
- Burbank, 91505. Four miles. Avion Building 4, $912K — interior build-out of an existing office building, steel, framing, acoustical ceilings, MEP.
- Glassell Park, 90065. Four miles over the hill. Berger Duplex & ADU, $1.6M — ground up, demo through electrical.
- North Hollywood and Toluca Lake, 91602 and 91606. Valley Spring at $687K, a full gut with sitework and a closed driveway approach. Cinemark Century North Hollywood XD at $170K, a theater remodel — demo the screen, the seats, the drapery, then rebuild.
- La Crescenta, 91214. Foothill Terrace Luxury Apartments, $1.9M of framing, drywall, insulation and paint on a new apartment building. Eleven pages of wall types.
- South Pasadena, 91030. 5 Pasadena Ave at $2.1M and the Kwong renovation at $1.2M.
- The Valley — Van Nuys 91406, Sylmar 91342, Tarzana 91356. A $3.7M collision center with an elevator in it, a Ross, and a bank branch.
If a job’s in Montrose or Eagle Rock or Highland Park, we’ve worked either side of it. Call and ask.
One thing worth saying out loud. Same subs bid Glendale, Burbank and North Hollywood in the same week. The framing crew that hung Foothill Terrace in La Crescenta will drive to Brand Boulevard without blinking. So the pricing on the ring is the pricing in the city, give or take the permit desk — and the permit desk is the part we’ve written down above.

Every estimate lists quantities by line, labor and material split out, sub markup called out separately, and the assumptions written down so you can argue with them. A cost estimator who won’t show you his quantities isn’t giving you an estimate. He’s giving you a guess with a decimal point.
