What makes a Fresno bid different
Most companies selling Fresno construction estimating services price your job off a national average and never look at a Fresno fee schedule.
Here’s what that misses. Fresno adds a 23.04% technology surcharge to your building permit. Then another 12.83% on top for the general plan and document maintenance. Those aren’t rounding errors. Those are percentages of your permit, sitting in your budget whether you put them there or not.
And the city bills its own time by the hour. Building runs $144.38. Planning runs $226.89. A conditional use permit is $14,086.49 before anybody reviews anything.
Add them together and better than a third of your permit cost is surcharge before the city has looked at a single sheet. On a job carrying real permit value that is not a rounding error, it’s a line.
So when somebody hands you a Fresno number with no line for permit soft costs, ask them what the surcharge is. If they don’t know there is one, you already have your answer.
Four things that get missed on a Fresno construction estimate
1. Fresno reviews in levels, and your level decides your calendar.
The city publishes four project levels with a clock on each. A commercial tenant improvement is Level 2 — up to 14 business days for the first pass. Ground-up commercial, a new hotel, a medical building, that’s Level 3 at 21.
Now the number nobody quotes you: a back-check resubmittal is 10 more business days. Field revisions and addendums are 14. If you bid a Fresno TI assuming one clean pass, you’re going to be explaining a month you never put in the schedule.
Work out where your job actually lands before you price it. The Dick’s box below is an interior package — Level 2. The Jollibee carries concrete, metalwork and roofing — that’s a different level and a different clock. Two jobs, same city, same year, and the calendar is a week apart before anybody submits anything.
2. Clovis is not Fresno.
One of the four jobs below sits in Clovis, and Clovis runs its own building division out of 1033 Fifth Street with its own portal. It wants four wet-signed, stamped sets for a commercial submittal.
Different counter. Different requirements. Fifteen minutes up Herndon and none of your Fresno assumptions travel with you.
There’s a second layer on civic work anywhere in the valley: a municipally funded job pulls in California public-works prevailing wage and DIR registration, and that changes your labour line, not just your paperwork. If you price a public job on private-work rates, you’re going to find that out after the award, which is the worst possible time.
3. The code cycle turned over this January.
The 2025 California Building Standards Code took effect 1 January 2026. Fresno and Clovis both build to it. Any estimate still carrying 2022-cycle assumptions is a full cycle behind, and you won’t find out at the desk — you’ll find out in corrections.
4. Ground-up work picks up an air district on the way through.
The San Joaquin Valley Air Pollution Control District’s Indirect Source Review covers Fresno County. It bites at final discretionary approval, so it gates ground-up development rather than interior work. If your job is new construction and nobody has mentioned it to you, that’s a gap worth closing before you price.

This is the part nobody else on page one can show you.

Click any one of them. You’ll get the actual estimate — supervision by the week, concrete by the cubic yard, sub markup on every line that gets subbed out. The only thing we took out is the date it was issued.
Look at the spread. A big-box retail demo-and-finish package, a quick-service restaurant carrying concrete, metalwork and roofing, a civic activity centre, and a credit union branch. Thirty-six times between the smallest and the largest, same shop. Anybody quoting you a price per square foot across that range is guessing, and you’re the one who finds out.
I’ll be straight with you about the size of it. Fresno is a small book for us — four jobs on this page, against 43 inside the city of Los Angeles alone. I’d rather show you four real ones with the numbers on them than pad this page with Bakersfield work and call it local. Bakersfield is a hundred and ten miles away. That’s not your market and it isn’t ours to claim.
Where we work in Fresno and Clovis
93710 is the Shaw Avenue corridor — Fresno Fashion Fair, Fresno State, the Hoover neighbourhood, Shaw Plaza and First and Shaw. Both the Dick’s and the Jollibee sit in that zip. If you’re building retail or restaurant in Fresno, odds are you’re building it here.
93720 is North Fresno — River Park and Woodward Park, Woodward Park itself, Northwood Village. That’s the office-and-retail growth edge, and it’s where the Valley First branch is.
93612 is Old Town Clovis, the civic core — Civic Center, the regional library, the Carnegie Community Center, Rodeo Park. That’s the senior activity centre, and it’s a separate jurisdiction from everything above.
We also know the Blackstone corridor and McLane in 93726, plus the Tower District and Fig Garden.
What we don’t do is claim the rest of the valley. Kingsburg, Madera, Visalia, Bakersfield — those are different markets with different departments, and a page that lists them to look bigger is telling you something about the estimate you’re about to get. If you want a cost estimator who has actually pulled numbers in the building department that’s reviewing your job, in the city that department belongs to, this is the ground we’ve covered.
