What makes a Bakersfield bid different
Bakersfield looks easy from the outside. It isn’t.
Start with the line on the map. Both zips we work in — 93311 and 93307 — straddle the city limit. Part of each one is incorporated City of Bakersfield. Part is unincorporated Kern County. Same mailing address on the lease. Two different building departments behind it.
So a Bakersfield zip doesn’t tell you who’s permitting your job. Only the parcel does. And if you budget City of Bakersfield fees on a site that turns out to be county ground, you’re going to be rewriting your fee line after the contract’s already signed.
Then there’s the order of operations. The City’s own permit application — form F1000, out of the Building Division at 1715 Chester Avenue — says Planning review is required before a building permit application will even be accepted. The only exception is a lot with one single-family house on it. That’s it. So every retail shell, every tenant improvement, every drive-thru goes through Planning first.
That’s a schedule fact, not a paperwork fact. It’s general conditions. It’s supervision weeks. It’s your bond and your insurance running while nobody’s swinging a hammer.
And plan check in Bakersfield isn’t a rounding error. In the City’s own fee study, plan check is allocated 46% of building permit revenue. Almost half of what you pay is somebody reading drawings.
None of that shows up in a national square-foot table. So we don’t use one. That’s the whole idea behind our Bakersfield construction estimating services — price the job where it’s actually being built, under the department that’s actually reviewing it.
Four things that get missed on a Bakersfield construction estimate
1. The transportation impact fee. This is the biggest number on this page and it isn’t close. Bakersfield Municipal Code 15.84.040 puts the fee on anyone applying for a permit to improve land for a listed use. New construction triggers it. So do improvements that generate additional traffic — which is most retail tenant work. And the schedule gets adjusted every year by the Construction Cost Index, then re-adopted by council resolution after a public hearing.
Here’s what that looks like with real money on it. At the shopping center at 11425 Stockdale Highway, at Buena Vista Road, the City’s opening transportation impact fee on a Planet Fitness tenant improvement was $340,470.42. Under ITE 11th edition trip rates it came down to $284,793.89. The applicant argued for $165,908.00 on a health-club rate instead. The City used 80.72 trips per 1,000 square feet. Council denied the appeal 5-1 on August 27, 2024.
Now look at the spread. $118,886. That’s not a construction number. That’s the gap between two land-use categories on a form. On a retail box in the $300K to $650K range — which is exactly what three of our four Bakersfield jobs are — the impact fee can rival the hard cost. If you bid a Bakersfield retail conversion without pinning the trip-generation category first, you’re going to eat six figures that were never in your number.
2. The Planning gate, priced as time. Because Planning has to sign off before the building submittal is accepted, your critical path starts earlier than your permit does. Most bids don’t carry that. They carry a permit date and start counting from there.
3. Plan check and expedite. The last Building Division fee schedule I could actually pull — the FY 2024-25 proposed one — prices commercial Expedite Plan Review at $113 an hour with a ten-hour minimum. That’s an $1,130 floor before anyone opens the file. Additional Plan Review runs $113 an hour too. So every resubmittal has a meter on it. Budget for two rounds, not one.
4. Re-inspection and site access. Same schedule: re-inspection is $80 an hour during normal hours, two-hour minimum. And F1000 adds a $55 charge if the inspector shows up and can’t get onto the site. That sounds small. On a phased retail build-out with a landlord controlling the keys, it stops being small fast.
Those four lines are why a cost estimator who’s never priced work in Kern County will hand you a clean-looking number that’s wrong in the places that matter.

Now the straight talk. That’s four projects. Not twelve. In Los Angeles we’ve priced 43 jobs inside the city limits alone, and our Bakersfield book is a fraction of that — six estimates in all of Kern County, every one of them inside the city of Bakersfield, ranging from $243,652.47 up to $652,543.28. The biggest job we’ve priced in Bakersfield is smaller than the median job on our LA page. That’s the market, and I’m not going to dress it up.
We could pad this page. The nearest other work we’ve got is Fresno, about 110 miles up the 99. Plenty of estimating shops would drop Fresno jobs onto a Bakersfield page and call the whole thing “Central Valley experience.” We won’t. Fresno is on the Fresno page. A hundred and ten miles is a different labor pool, a different building department, a different fee schedule. Calling it local would be a lie you’d find out about at bid time.
So you get four. Four real ones, with the values and the zips printed, beats twelve you can’t check.
One more thing worth knowing about our Bakersfield book. It skews to a specific kind of work. Metal framing, drywall and insulation show up in five of the six. Acoustical ceilings in three. Paint in three. Only the Jack in The Box is a full GC scope with general conditions, sitework and concrete. So this is a drywall-and-finishes book with one ground-up restaurant in it. If that’s your trade, we’ve done your takeoff here more than once.
Where we work in Bakersfield
93311 — southwest Bakersfield. Three of our four shipped estimates sit here. This is the Buena Vista Road, Old River Road and Stockdale Highway side of town — Seven Oaks, Stockdale Estates, and the ground around California State University, Bakersfield.
It’s also where the retail is being built. The shopping center at 11425 Stockdale Highway, at Buena Vista and Stockdale, is the same node that produced that Planet Fitness impact-fee appeal in 2024. That corridor is documented, active retail build-out ground. Major Shell Buildings, Homegood Bakersfield and Marshalls Bakersfield all carry this zip. Shells and big-box interiors, which is precisely what a corridor like that generates.
93307 — southeast and east Bakersfield. This is the most populous zip in Bakersfield — 88,338 people at the 2020 Census — and it runs southeast toward Lamont and zip 93241. Different work, different building type. Bakersfield Jack in The Box sits here, and it’s the one GC-scope job in the book: general conditions, sitework, concrete. A ground-up quick-service restaurant on a corner lot, not a suite inside somebody’s shell.
That’s the honest map. Two zips, one city, four jobs. We know the southwest retail corridor and we know the southeast pad sites, because we’ve priced both.
